Executive Board of UNDP / UNFPA

One of the main reasons that UNDP is a trusted development partner all over the world is because it operates according to the principles and values of the United Nations. That means respecting each country’s control over its own future, while bringing countries together to work on shared goals and challenges. The UNDP Executive Board is made up of representatives from 36 countries around the world who serve on a rotating basis. Through its Bureau, consisting of representatives from five regional groups, the Board oversees and supports the activities of UNDP, ensuring that the organization remains responsive to the evolving needs of programme countries. The Executive Board secretariat facilitates the work of the Board by reviewing and editing all documentation for submission to the Board. It makes logistical arrangements for three Board meetings each year and provides information and other support services to Board members. more

The UNDP Governing Council Decision 1993/21

Assistance to Myanmar
The Governing Council
Noting the report of the Administrator (DP/1993/60) on the action on its decision 92/26 of 26 May 1992 and containing his recommendations for future programming of assistance to Myanmar,
Also noting with satisfaction the report of the detailed review of the fifth country programme for Myanmar and the recommendations of the evaluation mission,
Recognising that there are critical humanitarian and basic human development needs of all the people of Myanmar at the community level which require focused external assistance and continuation of United Nations Development Programme assistance at an operationally cost-effective level, which should be made available for the benefit of all peoples of Myanmar,
Noting the recommendation of the Administrator for a release of funds from the fifth cycle indicative planning figure allocations for Myanmar for programmes during a two-and-one-half year period, July 1993 to December 1995
1. Commends the Administrator for the speedy and full implementation of decision 92/26;
2. Decides that, until a country programme for Myanmar is considered at an appropriate time, all future assistance from the United Nations Development Programme and related funds to Myanmar should be clearly targeted towards programmes having grass-roots-level impact in a sustainable manner, as called for in the aforesaid decision 92/26, particularly in the areas of primary health care, the environment, HIV/AIDS, training and education, and food security;
3. Approves, in conformity with paragraph 2 above, in addition to the amounts released from the reallocation of carried-over fourth cycle resources, and subject to review of its forty-first session (1994), an expenditure of up to $18 million from fifth cycle indicative planning figure allocations for the 18 month period to December 1994;
4. Requests the Administrator to continue to approve assistance to Myanmar on a project-by-project basis and to present to the Governing Council a report on the status of approval and implementation of new projects and recommendations for future programming, for its review at its forty first session (1994).

Executive Board decision 1996/1
Assistance to Myanmar
The Executive Board
1. Approves continued funding of activities in the sectors previously outlined in Governing Council decision 93/21;
2. Authorizes the Administrator, on a project -by-project basis, to approve projects for a total amount not exceeding $52.076 million during the period 1996-1997;
3. Requests the Administrator to submit, at its first regular session 1997 and at its first regular session 1998, an assessment of the extent to which the assistance provided to Myanmar continues to meet the provisions of present Executive Board decisions, including Governing Council decision 93/21.

The Executive Board Decision 2001/15
Assistance to Myanmar
The Executive Board
1. Takes note of the proposals presented in chapter III of document DP/2001/27 for future assistance to Myanmar;
2. Approves continued funding of UNDP project activities for Myanmar from target for resource assignment from the core funding (approximately $22 million) in the sectors previously outlined in Governing Council decision 93/21, and confirmed in Executive Board decisions 96/1 and 98/14 for the three-year programme-planning period (January 2002 to December 2004);
3. Authorizes the Administrator to approve, on a project-by-project basis, HDI project extensions up to $50 million in the event that additional funding becomes available from non-core resources as mentioned in chapter IV of document DP/2001/27;
4. Also authorizes the Administrator to mobilize non-core resources in order to supplement limited core resources for HDI activities proposed for the programme-planning period (2002-2004) to be implemented in accordance with the guidelines set out in Governing Council decision 93/21 and Executive Board decisions 96/1 and 98/14.

2. Recognizes the critical humanitarian and basic human development needs of all the people of Myanmar;
3. Takes note of the note of the Administrator on assistance to Myanmar (DP/2003/3) and the report submitted by the independent assessment mission to Myanmar, in particular the strategic issues and challenges raised therein;
4. Encourages UNDP, within its mandate, to enhance the impact of Human Development Initiative (HDI) phase IV, taking into account the report submitted by the independent assessment mission.

4. Requests that the Administrator take account of the findings of the independent assessment mission, as appropriate, during phase IV of the Human Development Initiative.

The Executive Board
1. Takes note of the report on the assessment mission to Myanmar (DP/2005/6) and of the report submitted by the independent assessment mission to Myanmar, in particular the key challenges and recommendations mentioned therein;
2. Notes that the Human Development Initiative is highly relevant to improving the situation of the rural poor in Myanmar, and requests the Administrator to take account of and implement the findings of the independent assessment mission;
3. Requests UNDP, in expanding the programme, to ensure that quality is maintained, taking into account the findings of the evaluation that took place in 2004.

Report of the UNDP assessment mission to Myanmar
The Executive Board
1. Takes note of the note of the Administrator on assistance to Myanmar (DP/2006/4) and of the report submitted by the independent assessment mission to Myanmar, in particular the key challenges and recommendations mentioned therein;
2. Notes that the Human Development Initiative is highly relevant to improving the situation of the rural poor in Myanmar, and requests the Administrator to take account of and implement the findings of the independent assessment mission, as appropriate;
3. Recommends that UNDP continue to administer the United Nations HIV/AIDS Fund and to engage the international community in supporting the fight against HIV/AIDS in Myanmar.

1. Takes note of the present document and of the report submitted by the independent assessment mission to Myanmar, in particular the strategic challenges and recommendations mentioned therein;
2. Requests that the Administrator take account of and implement the findings of the independent assessment mission, as appropriate, under the Human Development Initiative;
3. Approves the extension of the current phase of the Human Development Initiative for the period 2008-2010, to be prepared in 2007, with the understanding that formal presentation will be made to the Executive Board in September 2007.

1. Takes note of the note by the Administrator on assistance to Myanmar (DP/2007/46) and of the report submitted by the independent assessment mission to Myanmar, in particular the strategic challenges and recommendations mentioned therein;
2.Requests that the Administrator take account of and implement the findings of the independent assessment mission, as appropriate, under the human development initiative (HDI), and continue to ensure that it achieves the intended development results;
3. Endorses the proposed programme focus during the 3-year extension (2008-2010) of HDI, phase IV;
4. Authorizes the Administrator to allocate an estimated amount of $24.1 million from regular budget resources for the period 2008-2010. This will be supplemented by other resources mobilized in the amount of $24.9 million, within the envelope already approved by the Executive Board in 2005.

The Executive Board
1. Takes note of the Administrator’s note on assistance to Myanmar and of the report submitted by the independent assessment mission to Myanmar, in particular the strategic challenges and recommendations mentioned therein;
2. Requests that the Administrator take account of and implement the findings of the independent assessment mission, as appropriate, under the Human Development Initiative;
3. Endorses the proposed one-year extension of the Human Development Initiative, phase 4, until 2011;
4. Authorizes the Administrator to allocate for the revised period (2008-2011) an estimated $38.9 million from regular (‘core’) resources, and to mobilize other (‘non-core’) resources up to a total of $65 million. Both amounts are inclusive of the $24.1 million core and $24.9 million non-core resources authorized by decision 2007/36.

The Executive Board
1. Takes note of the present document (DP/2010/36) and of the report submitted by the independent assessment mission to Myanmar, in particular the strategic challenges and recommendations mentioned therein;
2. Requests that the Administrator take account of and implement the findings of the independent assessment mission, as appropriate, under the Human Development Initiative;
3. Recommends that UNDP initiate, as soon as possible, within the full potential of the existing mandate, the design of programming activities from 2012 onwards, taking into account the recommendations of the independent assessment mission.
