Trust, Inclusivity and Diversity at the Heart of Myanmar’s Civil Service Reform Plan

[Nay Pyi Taw] After extensive country wide consultations, the draft strategic action plan which lays the foundation for civil service reform in Myanmar made further steps  towards finalization today. Myanmar’s civil service is made up of 900000 staff.

Speaking at the third consultative workshop on the development of the plan, the Chairperson of the Union Civil Service Board (UCSB), H.E Dr Win Thein said citizens form an image of the State through their day to day interaction with civil service staff and warned that this could be easily tarnished when the dealings of civil service staff lacked integrity, equality or fairness.  

“It is our joint responsibility to uphold the values of integrity, equality or fairness and ensure that the people in our administrations and in service delivery functions are reflecting the highest standards of responsiveness, professionalism and ethics.  It is through these values and standards that the civil service will be brought closer to the people, making it more responsive to their needs, to their complaints, and to their worries even,” said H.E Dr Win Thein.

The UCSB has the mandate over civil service selection, training, setting rules and regulations. The United Nations Development Programme (UNDP) has been working closely with the UCSB and other partners over the last few years to develop a strategic plan for civil service reform.

The plan covers four key areas – civil service governance, merit based and performance driven culture and systems, effectiveness and efficiency of the civil service and transparency and accountability. It is based on three key principles of trust, inclusivity and diversity.

UNDP Country Director Peter Batchelor said the principles of trust, inclusivity and diversity can help create partnerships that will ensure the achievement of the Sustainable Development Goals in Myanmar.

“The Myanmar people, under the newly elected democratic government, have high expectations that all civil servants will do their best to find innovative solutions to the country’s service delivery and development challenges. Sustainable Development Goal 17 emphasizes that development is likely to be accelerated in Myanmar if the civil service works in partnerships with others - with civil society, and with the private sector in sharing knowledge, expertise, technology, policies and financial resources,” said UNDP Country Director Peter Batchelor.

The consultation workshop was attended by 400 participants that included civil service staff, members of Union, State and Regional level Parliaments, development partners and representatives of civil society. It was made possible through funds received from the governments of Australia, Denmark, Finland, Sweden and the United Kingdom.

The civil service reform strategic action plan will undergo a final round of consultation in the new year before being implemented.
