At the 4th Leadership Seminar, Region and State and Union -level Hluttaw Leaders made progress on their coordinated institutional development

The seminar introduced a new Situation Analysis of Region and State Hluttaws as a baseline for future Hluttaw development, took stock of current developments and supported coordinated planning among Region and State Hluttaws and with the Union-level Hluttaws.

      

[Nay Pyi Taw] – Speakers and Deputy Speakers of the 14 Region and State Hluttaws convened this week in Nay Pyi Taw for the 4th Leadership Seminar, organized by UNDP on the sidelines of the Myanmar Parliamentary Union meeting. The purpose of the seminar was to discuss the future development of the State and Region Hluttaws with a view to better coordination among each other and with the Union-level Hluttaws.

Building on the progress from recent leadership seminars in 2017 and May 2018, where the Region and State Hluttaws had committed to enhanced cooperation among each other and with the Union-level Hluttaws, the event focused on charting the Hluttaws’ development and reform path towards more inclusive business, better inputs into policy and better oversight and improved services for MPs.

“This leadership programme helps Speakers and Deputy Speakers to find practical ways to address their strategic development priorities in a coordinated fashion” said U Tun Tun Hein, Deputy Speaker of the Pyithu Hluttaw as he opened the seminar. “We have regular interactions and visits to learn from each other”, added U Tin Maung Tun, Speaker of the Yangon Region Hluttaw.

At the seminar, the Situation Analysis of Region and State Hluttaws was introduced by UNDP, as a baseline for future Hluttaw reforms and development work, and vetted by the Speakers and Deputy Speakers. Based on the findings and recommendations from this Analysis, further priorities of Hluttaw development were discussed and planned.

The seminar discussions covered a broad range of topics: Procedural reforms including a revision of the Region and State Hluttaw Law, progress in Hluttaw committee development, progress in developing Hluttaw Strategic Plans, and coordinated ICT development among Region and State and Union-level Hluttaws.

“In our work UNDP links all Hluttaws of Myanmar, at Region and State and Union-level, to allow the exchange of experience, mutual learning and coordinated development,” said Peter Batchelor, UNDP Resident Representative. “We work with the Myanmar Parliamentary Union and we support the development of the Myanmar Hluttaw Learning Centre to become a Centre for Parliamentary Training or all parliaments.”
